tween the courts. Letoumeur replied, that the republic would always maintain its alliances with the fame refpect, and the fame energy, with which it had combated thofe powers which attacked its liberties and independence.

January 28th were executed at Execution Dock, the three failors, Colley, Cole, and Blanch, convicted of murdering their captain, Captain Little an American.

28. The treaty between Ruffia and Great Britain was fully ratified at Whitehall, by Lord Grenville and Count Woronzow, as reprefentatives of their refpective Sovereigns.

A telegraph is erected over the Admiralty, which is to be the point of communication with all the different feaports in the kingdom. The neareft telegraph to London has hitherto been in St George's fields; and to fuch perfection has this ingenious and useful contrivance been already brought, that one day lately, information was conveyed from Dover to London in the fpace of only feven minutes.

28. In a Court of Common Council held at Guildhall, the Lord Mayor laid before the Court a letter from Lord Cholmondeley, ftating that he had communicated the refolutions of the Court of Common Council to his Royal Highnefs the Prince of Wales, and that he was commanded by the Prince to say, "That having been under the neceffity of reducing his eftablifhment, his Royal Highnefs is preciuded from receiving the addrefs at Carlton House, in a manner fuitable to his fituation.”—Mr Birch lamented that the Prince had been fo ill advised as to decline receiving the congratulations of the Court on the birth of his first born, and moved, that Lord Cholmondeley's letter be entered on record, which was agreed to. He then moved, "That his Royal Highness the Prince of Wales, having ftated, that the inadequacy of his eftablishment precluded him from receiving the compliment of congratulation voted to be prefented to their Royal Highneffes the Prince and Princefs of Wales, at laft Court, in a manner fuitable to his fituation, this Court are of opinion, that they cannot, confiftently with their own dignity, fuffer the faid compliment to be prefented in any other way than in the ufual form;" which was agreed to, and the Remembrancer ordered to convey a copy of this refolution to the Prince..

WEST INDIA FLEET.

Of this vaft, but ill-fated armament, the following intelligence was received from Portsmouth, Jan. 29.

This morning arrived and came up to Spithead, Admiral Chriftian's fleet, and about forty fail of transports and merchant-fhips, after having been 7 weeks and 3 days at fea, and encountered a feries of the moft boisterous weather ever remembered, and which has been truly difaftrous to this fleet, which, when it failed, confifted of nearly 220 fail of fhips, but is now reduced, by a variety of accidents, to little more than 50. We have confolation in hearing that the troops are, in general, in a much healthier ftate than could reafonably be expected, after being fo long at fea in fuch dreadful weather. Dr Blair, Phyfician of this fleet, has broke his leg, and is confequently confined.

We lament to state, that another moft daring infult was offered to the perfons of their Majefties, on Feb. 1. while they were returning to Buckingham House from Drury-lane Theatre. When the royal retinue were paffing through Chandos ftreet, a few ill-looking villains amufed themselves by throwing dirt among the fervants, and Valence, one of the footmen, was struck with a brickbat, which nearly knocked him down, and totally extinguifhed the flambeau he was carrying. The guards immediately interfered, and from that time, until they reached Pall Mall, the mob did not attempt to re-approach them; but, at the very inflant that their Majefties' coach I was going paft Carlton House, a ftone, thrown down John-ftreet, entered the window, and fell in Lady Harrington's lap, to the great terror of the Queen, who, by the time the reached Buckingham Houfe, had nearly fainted away. Insults of this nature call loudly for the utmoft exertions of law to detect and punish, and every good and peaceable citizen ought to unite in endeavouring to bring to juftice the perpetrators of fuch diabolical outrages. The Princeffes, who did not leave the Theatre for fome time after the King and Queen, returned to Buckingham House unmolested.

3. At a General Court of East India Proprietors, Lord Kinnaird expreffed how much gratification it would afford a number of refpectable proprietors, to be informed of the fentiments of the board, on the motion lately paffed in

Mr Haftings' favour. A letter from the board was read, dated the 13th of January 1796, which went on both points, as to annuity and reimbursement of legal expences, decidedly in the negative. The chairman ftatel, that, feeling for the fituation of Mr Haftings, he had frequent interviews with the board fince the receipt of that letter, and that even that morning he had waited on Mr Dundas,who had expreffed, in the handfemeft terms, the high opinion he entertained of the conftituent and executive body; he, Mr Dundas, for his own part, was inclined to relieve Mr Haftings, and would confult his colleagues on the fubject. The chairman had no doubt but something would be done, but what flape it would take, he was not prepared to explain.

The new fhipping intereft has at length completely triumphed in the Court of Directors. On Feb. 2. that Court came to a determination to receive tenders in future from every person that might of fer them, for carrying out the Company's trade to India. As the old fhips become worn out, new ones are to be taken up from any intereft that may tender them, on allowing the captains of the Company's prefent fhips the fum of money they have paid for their command, not, however, exceeding 5000l. fterling.

On the 14th the Arethufa frigate, Capt. Woolley, failed for the Welt Indies, with Gencrals Abercromby and Campbell, and the Marquis de Bouille.

The public were lately flattered with the hopes of a fpeedy peace. A preliminary convention, according to a Paris paper, Journal l'Eclair, was faid to have been figned at Bafle, Feb. 5th; the whole, however, proved to be a fabrication at home, for interested purposes. A commiffion hath been appointed to inveftigate the business, to bring the offenders to punishment.

Cafe of Mrs Pb poe.—This very extraordinary cafe was tried before the 12 judges at Serjeant's Inn. The queftion for their decifion was, "Whether extorting a promiffory note, by threats of violence, amounted to robbery?” After deliberation, the judges were unanimous, that fuch a taking did not constitute a robbery. The reafon of this decifion was the nature of a promiffory note, which being of no validity when so obtained, the thing extorted was a nullity merely wafte paper.

The indictment confifted of several counts, charging the prisoner with compaffing the death of the King, and adhering to his Majefty's enemies."

The credibility of the chief witnesses for the crown, was objected to on the part of the prifoner, who brought evidence to prove his own character, being that of a fober and induftrious man. After an hour's confultation, the Jury brought in a verdict-Not Guilty.

PARLIAMENT.

The Lord Lieutenant opened the Seffions with the following speech:

"My Lords and Gentlemen,

"The fuperior and increasing importance of the agriculture and manufactures, and particularly of the linen manufacture of the kingdom, will command your accustomed support. Under the prefent fituation of Europe, you cannot fail to attend with peculiar vigilance to the general state of provifions, and if circumftances fhall, at any time, render your interpofition adviseable, I have no doubt of your adopting fuch measures as fhall beft ap ply to the exifting neceffity of the times.

"I am alfo defirous of pointing your attention to the Protestant Charter Schools, and other inflitutions of public charity and improvement.

"Your unanimity and zeal can never he of more importance than at the prefent crifis, in order to impress the enemy with a thorough conviction of the refources of his Majesty's kingdoms, and to procure a favourable termination to your honourable efforts. His Majefty has the fullest reliance on your firmnefs and attachment, and on the fortitude, fpirit, and perfeverance of his people.

"It will be my ambition, as it is my duty, to reprefent your zeal in his Majefty's fervice; and it will be my perfonal and most anxious wifh to co-operate with your efforts in the common caufe in which we are all equally engaged and interested; and my ut moft endeavours fhall be used to fecure the happiness and profperity of this kingdom, and to protect and maintain its meft excellent conftitution."

Methuen treaty, which required that every new duty upon Portugal wines fhould be accompanied by one of a greater amount by one third on French wines, it would be neceffary to impofe 91. per ton on the latter article. It was his intention alfo to propofe a tax upon the Succeffion to Eftates; but for the regulations of that, he should wait for the bill about to be brought into the British Parliament upon the fame fubject. The Chancellor of the Exchequer then noticed the gold mine difcovered in the county of Wicklow. He had heard that all gold mines belonged to the Crown; but, if there was any doubt as to the prefent law, Parliament might make an equitable decifion between the rights of the Crown, and thofe of the fubject. Whether the produce would ever be considerable he did not know, but he thought that zool. might be well employed in procuring information concerning it; and that fome means fhould be taken to prevent the labouring perfons in the neighbourhood from wafting their time upon the fpot. The gold was found only in a narrow ftream of fand, which might be easily fifted; and, after that operation, the poor would not perfift in their researches.

After a few obfervations from Mr Grattan and Mr Vandeleur, the committee of the whole Houfe paffed the refolutions moved upon thefe heads by Sir John Parnell.

EDINBURGH.

Feb. 6. The importance of the herring fishery on this coaft may be judged of by the following fact:-Above three hundred vefels loaded with herrings taken in the Frith have paffed the Canal. Thefe at an average, had each 400 barrels on board.

II. Within thefe two laft years, the fum of five millions three hundred thoufand pounds, has been been fubfcribed in Great Britain, for the purpose of increafing the number of our canals.

A boy, when going into the hold of the fhip Juno of Leith, was fuddenly fuffocated, and fell down. Another boy immediately defcended to affift him, but fhared the fame fate. They were foon after got out; but all means ufed for their recovery proved ineffectual. The veffel had lately been fmoked for the vermin, but the foul air had not entirely evaporated.
