CIVIL APPOINTMENTS. Whitehall, Jan. 28. The King has been pleased to grant the dignity of a Baron of the united kingdom of Great Britain and Ireland, unto the Right Hon. James Earl of Hopetoun, and the heirs male of his body lawfully begotten, by the name and title of Baron Hopetoun of Hopetoun, in the county of Linlithgow, with remainder to the heirs male lawfully begotten of his late father John Earl of Hopetoun, deceased.

The Earl of Cloncarty has been elected a Temporal Peer of Ireland, in the room of the late Earl of Clanricarde. Fifty-one Peers only voted, of whom 50 were for Lord Cloncarty, and one for the Earl of Mount Cashel.

Queen's Palace, Feb. 6. The Right Hon. Sir John Nicholl, Knight, was, by his Majesty's command, sworn of his Majesty's most Honourable Privy Council, and appointed a Judge of the Arches Court, in the room of Sir William Wynne, resigned. The King was also pleased to confer the honour of Knighthood on Doctor Christopher Robinson, appointed his Majesty's Advocate General, in room of Sir John Nicholl

Foreign Office, Feb. 6. The King has been pleased to appoint Charles Oakeley, Esq. to be his Majesty's Secretary of Le gation to the United States of America.:

Whitehall, Jan 13. The King has appointed the Rev. Alexander symers to the church of Lethnot, in the presbytery of Brechin, vacant by the death of the Rev. John Taylor.

the Rev. Donald Ross to the church of Kilmuir, in the Isle of Skye, vacant by the death of the Rev. Donald Martin.

George Douglas, Esq. of Cavers, has presented the Rev. James Strachan to the church of Cavers.

His Majesty has been pleased to constitute and appoint the Right Hon. Lord Napier, the Right Hon. the Lord Advocate, Sir Patrick Murray, Bart. of Ochtertyre, Adam Rolland, Esq. Advocate, Gilbert Innes, Esq. of Stow, John Campbell, Esq. and David Reid, Esq. seven of the Honourable Board of Trustees, to be Commissioners for carrying into execution the act passed last session of Parliament for the further encouragement of the British White Herring Fisheries.

VACCINATION. In pursuance of the resolution of Parliament passed in the last session, a national institution for promoting

3. At London, Laurence Dundas Campbell, Esq. By the death of this Gentleman the republic of letters has lost a most able and ardent member. There was nothing in the walks of literature or politics in which the variety and versatility of his talents did not enable him to take a lead. Circumstances, however, necessarily con. fined his pursuits to the affairs of our empire in India, and of these he possessed a profound and philosophic knowledge.Mr Campbell was the first who set on foot, in 1798, the Asiatic Annual Register, and who has since conducted it with such abi

lity and success. To that work we may well refer for Mr Campbell's minute and accurate knowledge of our Indian affairs, which has been still further manifested in his strictures on the charges recently brought against the Marquis Wellesley in the House of Commons. At the moment of his last illness, he was occupied in writ ing the history of the administration of that distinguished nobleman in India; and the public have to regret that Mr Campbell has not lived fully to complete a work that would have most satisfactorily demonstrated the masterly and comprehensive scheme of policy which the noble Marquis had digested, and laid down as the most efficient rule for the government of our Indian empire. In short, Mr Campbell's intellectual endowments could only be surpassed by that mildness of manners, and amenity of disposition, which gave so powerful a charm to his social virtues, in all the relations and all the habitudes of private life.

the horse on the road, and judging, from its appearance without the rider, that some accident had happened, rode quickly forward, and found the Colonel lying on the ground, so bruised by the fall, that, notwithstanding every exertion, he survived only a very short time.

TO CORRESPONDENTS.

Scotus, which was accidentally delayed this month, will appear in our next. We shall lay, Mr Weir's statement before the public, without, however, pro. nouncing any opinion on the subject.

The Account of Yeast Powder is under consideration. It may be necessary to abridge the introductory discussion, which is too long, and too little connected with it.

Philalethes is received, and his complaint may probably be well founded; but the subject would not, we suspect, be considered by our readers as of sufficient importance.
