Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That all mail matter sent by the post by Ida S. McKinley, widow of the late William McKinley, granted to. under her written autograph signature, be conveyed free of postage luring her natural life.

CHAP. 8.—An Act Granting a pension to Mary E. Davis.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Mary E. Davis, widow of Charles M. Davis, late of Company B, One hundred and twenty-seventh Regiment United States Colored Volunteer Infantry, and pay her a pension at the rate of eight dollars per month.

CHAP. 9.—An Act Granting an increase of pension to Elizabeth O. Gould.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Elizabeth O. Gould, widow of Edward F. Gould, late first lieutenant Company D, Eighth Regiment Vermont Volunteer Infantry, and pay her a pension at the rate of seventeen dollars per month in lieu of that she is now receiving.

CHAP. 10.-An Act Granting an increase of pension to Helen F. M. Edwards.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Helen F. M. Edwards, widow of Francis W. Edwards, late of Company H, First Regiment Massachusetts Volunteer Heavy Artillery, and pay her a pension at the rate of twelve dollars per month in lieu of that she is now receiving.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Josefa T. Philip, widow of John W. Philip, late rear-admiral, United States Navy, and pay her a pension at the rate of fifty dollars per month in lieu of that she is now receiving.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Esther F. Moody, widow of Convers Moody, late of Company G, Sixteenth Regiment Maine Volunteer Infantry, and pay her a pension at the rate of eight dollars per month.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Mary A. Lamb, helpless and dependent daughter of Thomas Lamb, late of Company I, Second Regiment Wisconsin Volunteer Cavalry, and pay her a pension at the rate of twelve dollars per month.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the

pension roll, subject to the provisions and limitations of the pension laws, the name of Michael Dillon, late of Company A, Forty-fourth Regiment Wisconsin Volunteer Infantry, and pay him a pension at the rate of twenty dollars per month in lieu of that he is now receiving. Approved, February 6, 1902.

CHAP. 21.-An Act For the relief of Mary E. McDonald.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Mary E. McDonald Treasury be, and is hereby, authorized and directed to pay to Mary E. Brown. for fish McDonald and Stephen C. Brown, owners of the McDonald hatching jars invented by Marjar and McDonald universal hatching jar, the sum of one thousand two shall McDonald. hundred and thirty-four dollars and six cents each, the same to be compensation in full for the use by the United States of all hatching. jars invented by the late Marshall McDonald, and for all rights in said jars now possessed by the said Mary E. McDonald and Stephen C. Brown, and for the right of the United States to hereafter use the patents on said jars.

SEC. 2. That the Secretary of the Treasury be, and hereby is, authorized and directed to pay to Mary E. McDonald, widow of Marshall McDonald, late Commissioner of Fisheries, the sum of two thousand five hundred dollars, the same to be compensation in full for the use by the United States of the McDonald egg transportation crate, the McDonald improved cod hatching box, the McDonald hatching bucket, the McDonald trout can, and of all other inventions of the said Marshall McDonald, and for their transfer to the United States.

CHAP. 35.-An Act Granting an increase of pension to Richard W. Musgrove.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Richard W. Musgrove, late of Company D, Twelfth Regiment New Hampshire Volunteer Infantry, and captain Company I, First Regiment Infantry, United States Volunteers, and pay him a pension at the rate of thirty dollars per month in lieu of that he is now receiving.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Joseph W. Mulford, late acting ensign, United States Navy, and pay him a pension at the rate of forty dollars per month, to be paid to his legally constituted guardian.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of John Chandler, late of Company F, Second Regiment New Hampshire Volunteer Infantry, and pay him a pension at the rate of forty dollars per month in lieu of that he is now receiving. CHAP. 38.—An Act Granting an increase of pension to Nathaniel Eaton.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Nathaniel Eaton, late of Company G, Thirteenth Regiment New Hampshire Volunteer Infantry, and captain Company E, Thirty-ninth Regiment United States Colored Volunteer Infantry, and pay him a pension at the rate of thirty dollars per month in lieu of that he is now receiving.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Pension increased. Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Eunice P. Detweiler, widow of John S. Detweiler, late major, Ninth Regiment Pennsylvania Volunteer Cavalry, and pay her a pension at the rate of twenty-five dollars per month in lieu of that she is now receiving.

CHAP. 40.—An Act Granting a pension to Mary E. W. Morgan.

Be it enacted by the Senate and House of Representatives of the United Mary E. W. Morgan. States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Mary E. W. Morgan, widow of Stokely Morgan, late lieutenant-commander, United States Navy, and pay her a pension at the rate of twenty-five dollars per month, and two dollars per month additional to the minor child of said Stokely Morgan until said child shall have reached the age of sixteen years.
