CHAP. 965.—An Act Granting an increase of pension to Elbert H. Dagnall.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Elbert H. Dagnall, late of Captain Samuel Bone's company, Georgia Volunteers, Creek Indian war, and pay him a pension at the rate of twenty dollars per month in lieu of that he is now receiving.

CHAP. 966.—An Act Granting an increase of pension to William H. McHenry.

Be it enacted by the Senate and House of Representatives of the United H. Me- States of America in Congress assembled, That the Secretary of the Pension increased. Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of William H. McHenry, late of Company D, Sixth Regiment Kentucky Volunteer Cavalry, and pay him a pension at the rate of thirty dollars per month in lieu of that he is now receiving. Approved, February 28, 1903.

CHAP. 967.-An Act Granting an increase of pension to Fanny B. Orwan.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Fanny B. Orwan, widow of Frederick A. Orwan, late second-class private, United States Signal Corps, and pay her a pension at the rate of twelve dollars per month in lieu of that she is now receiving.

CHAP. 968.—An Act Granting an increase of pension to May Mosher Chase. Be it enacted by the Senate and House of Representatives of the United May Mosher Chase. States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of May Mosher Chase, widow of Constantine Chase, late lieutenant-colonel, Artillery Corps, United States Army, and pay her a pension at the rate of thirty-five dollars per month in lieu of that she is now receiving, and two dollars per month additional on account of the minor child of said Constantine Chase until he reaches the age of sixteen years.

CHAP. 969.-An Act For the relief of the executors of James P. Willett, deceased, late postmaster of the District of Columbia.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the

executors of James P. Willett, deceased, late postmaster of the District of Columbia, who lost his life through an open shaft in the new city post-office building on September thirtieth, eighteen hundred and ninety-nine, the sum of five thousand dollars, to be distributed as provided by the laws of the District of Columbia in cases of recovery of damages for death by negligence.

CHAP. 983.-An Act For the relief of Henry P. Montgomery, surviving executor of Granville Garnett, deceased.

Beit enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, directed to pay to Henry P. Montgomery, surviving executor of Granville Garnett, deceased, late of Owen County, State of Kentucky, out of any money in the Treasury not otherwise appropriated, the sum of one thousand two hundred and eighty dollars and thirty cents, being a refund of the amount paid by said Garnett to the United States, October seventh, eighteen hundred and sixty-five, in satisfaction of a judgment of the United States circuit court for the district of Kentucky against him as surety on a peace bond of one W. G. Humber, which judgment had theretofore been remitted by the President of the United States.

Be it enacted by the Senate and House of Representatives of the United [Private, No. 845.] States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Lavinia Cook, widow of Reuben Cook, late of Captain Loyall's company, Georgia Volunteers, Creek Indian war, and pay her a pension at the rate of eight dollars per month. Approved, March 2, 1903.

CHAP. 985.-An Act For the relief of Austin A. Yates.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the proper accounting Austin A. Yates. officers of the Treasury be, and they are hereby, authorized and directed to settle the accounts of Austin A. Yates, late captain, Fourteenth Veteran Reserve Corps, and to give him credit for the sum of thirteen thousand five hundred and thirty-seven dollars and fifty cents, charged to him on the books of the Second Auditor's Office, said sum having been stolen from the safe of his office at Syracuse, New York, on the night of March twenty-fifth, eighteen hundred and sixty-five, while he was acting provost-marshal of the twenty-third district of New York: Provided, That it shall be made to appear to the satisfaction of said accounting officers that Captain Yates was not responsible for the loss of said moneys.

CHAP. 986.-An Act For the relief of Francis M. Oliver.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of War be, and he is hereby, authorized and directed to remove the charge of desertion against the record of Francis M. Oliver, late private in Company E, Thirty-third Regiment of Indiana Volunteer Infantry, and to grant him an honorable discharge as of the date of the muster out of said regiment.

CHAP. 987.-An Act To pay John F. Lawson two hundred and thirty-seven dollars and ninety-six cents, balance due him for services as United States mail carrier.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Postmaster-General be, and is hereby, directed to pay to John F. Lawson, of Hickman County, Tennessee, the sum of two hundred and thirty-seven dollars. and ninety-six cents, being the balance owing to him for services rendered as United States mail carrier on route numbered ten thousand and thirteen, Tennessee, from January first to November twenty-ninth, eighteen hundred and sixty-one, and said sum will be paid out of any money in the Treasury not otherwise appropriated. Approved, March 2, 1903.

CHAP. 988.-An Act For the relief of Daniel F. Lee.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That Daniel F. Lee shall hereafter be held and considered to have been honorably discharged from the military service of the United States as a private of Company H, Sixth Kansas Cavalry Volunteers, on the first day of August, eighteen hundred and sixty-two, and the Secretary of War is hereby authorized and directed to issue a certificate of honorable discharge for him in accordance with the terms of this Act: Provided, That no pay or other allowance shall be due or payable to any person by reason of the passage of this Act.

CHAP. 989.-An Act Granting an increase of pension to Caleb C. Van Sickell. Be it enacted by the Senate and House of Representatives of the United CalebC. Van Sickell. States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Caleb C. Van Sickell, late first lieutenant Company I, Fourth Regiment New Jersey Volunteer Infantry, and pay him a pension at the rate of thirty dollars per month in lieu of that he is now receiving.

CHAP. 1022.-An Act For the relief of Robert Brigham.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and is hereby authorized and directed to pay to Robert Brigham, late postmaster at Franklin, Pennsylvania, the sum of two thousand two hundred and sixty-six dollars and eighty-nine cents, out of any money in the Treasury not otherwise appropriated, the same being amount lost through the failure of Venango National Bank, where such money was deposited by order of the Postmaster-General. Approved, March 3, 1903.

CHAP. 1023.-An Act For the relief of Anthony R. Ravenscroft.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That Anthony R. Ravenscroft shall hereafter be held and considered to have been honorably discharged from the military service of the United States as a captain of the Twenty-second Regiment of Indiana Infantry Volunteers on the twenty-second day of August, eighteen hundred and sixty-four, by reason of the expiration of his term of service, and the Secretary of War is hereby authorized and directed to issue a certificate of honorable discharge for him in accordance with the terms of this Act: Provided, That no pay or other allowances shall be due or payable to any person by reason of the passage of this Act.

CHAP. 1024.-An Act For the relief of George A. Rogers.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That there be appropriated, out of money not otherwise appropriated in the Treasury of the United States, the sum of one thousand nine hundred and fifty-one dollars and one cent, to pay the damages inflicted upon George A. Rogers, a contractor with the Government, while drilling from the lighter Daylight, in the East River, New York Harbor, said damages being occasioned by the running of the United States torpedo boats at an unwarranted and illegal rate of speed.

Duffy, late of Company K, Eleventh Regiment West Virginia Volunteer Infantry, and pay him a pension at the rate of thirty dollars per month in lieu of that he is now receiving.
