Perhaps you even do well to mark it with an indulgence in that passion for speech making at every opportunity which you are apt to describe as American, but which I call you all to witness was distinctly English and British long before the settlement of America. One can only regret that you have not now found for it a speaker to the manner born. But the day certainly deserves at your hands the recognition you are giving it, for it is a day on which you gain a notable new public building and a notable new citizen.
