Mr. President and Members of the Institute, the Bureau of Organization, Registration and Statistics would present the following report:

ORGANIZATION.

This bureau was established for the purpose of aiding in the more thorough organization of the medical profession throughout this country, in order that work might be accomplished through associations which could not be done by individuals. Thus, it has aided in the organization of medical societies and encouraged the establishment of institutions which have from year to year sent in reports of their progress and the work performed by them. In this way they are brought in direct communication, not only with the Institute but also with the profession. This bureau has also done much to assist the Institute by carefully considering subjects which have been referred to it or suggested by members, and by recommending such changes and improvements as the greater amount of work by the Institute might require. For this purpose the bureau would at this time present the following suggestions:

1. That the form of application for membership be changed. At present the application is not made by the physician desiring to become a member, but is a certificate from three members that a certain person named is a suitable candidate. The Board of Censors for the present year has required that the person's name in this certificate should be in his own handwriting. It would seem eminently proper that a direct application should be made and signed by the applicant. The bureau therefore recommends the adoption of the following form of application for membership:

2. That persons elected to membership may become life members and be exempt from annual dues on the payment of one hundred dollars, ($100), and that the names of the life members be annually published in a separate list directly following that of the senior members.

3. That any member by paying the sum of five dollars ($5.00) per year from the date of his annual dues last paid up to time
