The Association convened in annual meeting in Kaaba Hall, Masonic Temple, Davenport, Iowa, at 10:20 o'clock in the forenoon, July 29th, 1896, and was called to order by Hon. L. G. Kinne, President. President Kinne: The time has come to call to order the second annual meeting of the Association, and I take pleasure in introducing Mayor Vollmer, of Davenport, who will deliver an address of welcome. ADDRESS OF WELCOME. Mr. Vollmer: "Gentlemen of the Iowa State Bar Association: It is indeed a pleasure and a privilege-I always begin that way-to extend the hospitalities of the best city in the United States to the members of the Iowa State Bar Association. I am glad to see such an Association, and to see it present with us. I am inclined to think that an Association of this character, rightly organized and managed, could do a great deal to supply to the United States that which in comparison with the English and European bars, is somewhat wanting, a philosophic interest in law as a science apart from its practical relations as a profession, and a little more dignity and consequence as a guild. I know that, perhaps, the suggestion that we need a little more dignity in the profession would not meet with much favor from the super-radical element, who are accustomed.even now to condemn the proverbial conservatism of our profession.
