THE

HE Queen's most excellent majefty calling to mind how many ways her loving and obedient fubjects have, from time to time, expreffed their dutiful affections towards her Majefly, and confidering that divers of her faid fubjects may by fundry ways have fallen into the danger of very many penalties and forfeitures, ordained by the laws and flatutes of this realm, from which they can in no wife be freed but by her Majesty's great goodness and clemency; and being graciously inclined to encourage and invite all her loving fubjects to live and continue in their due obedience to her Majefty, rather by acts of grace and mercy, than by a fevere execution of justice; and having an efpecial truft and confidence in her faid fubjects, that they will with more cheerfulness and affection apply themselves to the discharge of their respective duties towards her Majefty, and her government, when they shall be releafed and freed from the many pains, penalties, and forfeitures to which they are now liable, bath thought fit to grant her general and free pardon, in a large and more bountiful manner than bath heretofore been done: and therefore her Majesty is well pleafed and contented that it be enacted by the authority of this prefent parliament; and be it enacted, &c.

An act for appointing commiffioners to treat and agree for fuch lands, tenements, and hereditaments as shall be judged proper to be purchased for the better fortifying Portfmouth, Chatham, and Harwich.

WHEREAS for the better fecuring her Majefty's docks, ships

of war, and ftores, 'tis highly necessary to enlarge and ftrengthen the fortifications at or near Portsmouth, Chatham, and Harwich; and in order thereunto, to purchafe feveral lands, tenements, and hereditaments, fome of which are or may be the estates of infants, femes covert, ecclefiaftical corporations, or other perfons who by law are difabled to make any contracts or conveyances; in all which cafes, as likewife where any proprietors defigning to obstruct the publick fervice, or to make any unreasonable gain to themselves, VOL.
