CHAP. 1279.-An Act Granting an increase of pension to Charles Shirar.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Charles Shirar, late of Company A, Forty-sixth Regiment Indiana Volunteer Infantry, and pay him a pension at the rate of twenty-four dollars per month in lieu of that he is now receiving. Approved, March 3, 1903.

CHAP. 1280.-An Act Granting a pension to John Haynes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of John Haynes, late nurse, Medical Department, United States Volunteers, and pay him a pension at the rate of twelve dollars per month.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of David Flynn, late of Company H, Third Regiment United States Infantry, and pay him a pension at the rate of thirty dollars per month in lieu of that he is now receiving.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Newton Thayer, late first lieutenant Company C, Tenth Regiment Ohio Volunteer Cavalry, and pay him a pension at the rate of thirty dollars per month in lieu of that he is now receiving. Approved, March 3, 1903.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Clara E. Smith, widow of Robert C. Smith, late of the United States Marine Corps, United States Navy, and pay her a pension at the rate of twenty-four dollars per month in lieu of that she is now receiving: Provided, however, That in the case of the death of the helpless child, Henry G. Smith, on whose account the pension of death of child. Clara E. Smith is increased, the pension of said Clara E. Smith shall continue only at the rate of twelve dollars per month from and after the death of said helpless child. Approved, March 3, 1903.

CHAP. 1285.—An Act Granting an increase of pension to Abraham W. Huffman. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Abraham W. Huffman, late of Company K, Thirteenth Regiment Indiana Volunteer Infantry, and pay him a pension at the rate of fifty dollars per month in lieu of that he is now receiving. Approved, March 3, 1903.

CHAP. 1286.—An Act Granting a pension to Philander H. Graves.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Philander H. Graves, late of Company A, Eightyeighth Regiment Illinois Volunteer Infantry, and pay him a pension at the rate of twelve dollars per month. Approved, March 3, 1903.

CHAP. 1287.-An Act Granting a pension to Catherine McGuinn.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Catherine McGuinn, widow of Edward J. McGuinn, late of United States steamships New Hampshire, Bibb, and Vermont, United States Navy, and pay her a pension at the rate of twelve dollars per month.

CHAP. 1288.-An Act Granting an increase of pension to Adam Stuber.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Adam Stuber, late of Company I, Fifteenth Regiment United States Infantry, war with Mexico, and captain Company M, Eleventh Regiment Illinois Volunteer Cavalry, and pay him a pension at the rate of thirty dollars per month in lieu of that he is now receiving.

CHAP. 1289.-An Act Granting an increase of pension to Emily Lawrence Reed. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Emily Lawrence Reed, widow of Walter Reed, late major and surgeon, United States Army, and pay her a pension at the rate of one hundred and twenty-five dollars per month in lieu of that she is now receiving, in special recognition of the eminent services of said Walter Reed in discovering the means of preventing as well as the cause and method of the transmission and propagation of yellow fever. Approved, March 3, 1903.

CHAP. 1290.-An Act For the relief of T. A. Woodress.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay T. A. Woodress, of Grundy County, Missouri, the sum of one hundred and thirty-five dollars and sixty cents, to cover expenses and transportation paid out by said T. A. Woodress, to convey his son, A. C. Woodress, late a private of the Third United States Cavalry, in the Spanish war, from Jefferson Barracks, Missouri, to the insane asylum at Saint Joseph, Missouri, and thence back to Jefferson Barracks, Missouri, including the cost of attendants, and a sum sufficient to pay said amount is hereby appropriated.

CHAP. 1291.—An Act Granting a pension to Anna O. Brush.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Anna O. Brush, widow of Alfred I. Brush, late of Company B, Twelfth Regiment Michigan Volunteer Infantry, and pay her a pension at the rate of twelve dollars per month.

CHAP. 1292.-An Act For the relief of William Leech.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the

sum of two thousand five hundred dollars, as full compensation for permanent injuries received by the said Leech in falling in the elevator shaft of the Treasury building, without any contributary negligence and while in discharge of his official duties, on the twenty-ninth day of March, eighteen hundred and ninety-three; and an amount sufficient to pay the same is hereby appropriated, out of any moneys in the Treasury not otherwise appropriated.

CHAP. 1293.-An Act For the relief of John D. Chadwick.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to John D. Chadwick, of Madison County, Alabama, the sum of ninety-seven dollars and four cents to pay and discharge in full an account held by him against the Government of the United States for ninety-seven dollars and four cents, arising from certain transactions in the administration of justice in the Federal courts at Huntsville, Alabama. Approved, March 3, 1903.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of Payment to. any money in the Treasury not otherwise appropriated, to McClure and Willbanks, livery stable keepers at Toccoa, Georgia, one hundred dollars, the value of a horse hired to internal-revenue officers and killed by illicit distillers in August, nineteen hundred. Approved, March 3, 1903.

CHAP. 1295.-An Act Granting an increase of pension to Mary A. Talbott.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Mary A. Talbott, widow of Nicholas B. Talbott, late second lieutenant Company H, Fifth Regiment Maryland Volunteer Infantry, and pay her a pension at the rate of fifteen dollars per month in lieu of that she is now receiving.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and he is hereby, authorized and directed to place on the pension roll, subject to the provisions and limitations of the pension laws, the name of Jerome W. Turner, late first lieutenant and adjutant Thirtieth Regiment Michigan Volunteer Infantry, and pay him a pension at the rate of seventeen dollars per month.
